    Here is an update on where we are with our upcoming contract bargaining. We will be begin mediation on 07/20/2021 as discussions were not moving in a timely manner therefore mediation was necessary.

    AOCE Summary of Tentative Agreements Reached To Date

    June 30, 2021

    Below is a list of the articles that we have TA’d with current contract language - so no changes were made to them:

    Art. 1 – Scope of Agreement

    Art. 6 - Employee Parking

    Art. 7 - Separability of Provisions

    Art. 9 – Contracting Out

    Art. 14 – Call Back and Reporting Pay

    Art. 15 – On Call Standby

    Art. 17 – Lead Work Differential

    Art. 18 - Per Diem/Mileage/Moving Allowance

    Art. 23 – Sick Leave Without Pay

    Art. 24 – Inclement Conditions

    Art. 25 – Leaves With Pay

    Art. 26 – Leave of Absence Without Pay

    Art. 32 - Job Sharing

    Art. 33 - Stress/Career Counseling

    Art. 34 – Trial Service

    Art. 35 – Promotions/Advancement

    Art. 37 - Review of Classification Series

    Art. 38 – Reclassification Procedure

    Art. 40 – Personnel Files

    The following articles have TA’d changes:

    Art. 8 – Fire Assignments – incorporated language on assignment of fire overtime.  Officers will be on one list.  Corporals and Sergeants will be on another list.

    Art. 11 – Salary Administration – make annual steps automatic without tying them to performance.  DOC can no longer deny a salary step increase.

    Art. 27 – Pre-retirement Counseling Leave – can now be used anytime.  No longer has the requirement the employee be at least 45 years old and 5 years from retirement.

    Art. 31 – Safety and Health – chemical spray will now be offered to all Corrections Professionals (excluding Health Services), who request it.  Training will be provided to staff who request the spray.

    Art. 36 – Training/Education – added ability to complete online portion of annual in-service at home.

    Art. 39 – Seniority – organized language to make it easier to find sections; removed ability for individual AFSCME-represented institutions to have AOCE seniority wall dropped; clarified employees will not accrue seniority during periods of unpaid, unprotected leave greater than 15 consecutive calendar days; added retirees at SFFC can keep seniority for shift bidding and vacation bidding.

    Art. 41 – Employee Rights – added improvements to notice requirement and interviews.  24-hour notice will include name of interviewers.  AOCE and institution management will meet monthly to review and get an update on the status of all open investigations.  Employees will receive written notice of the outcome of an investigation.

    Art. 44 – Grievance and Arbitration – clarified Step 4 DAS grievance meeting process.

    The remainder of the contract is still open.  We have mediation set for July 20th.
