When AOCE learned of DOC’s plan to move DSU to SMH we filed a demand-to-bargain. We met with OSP management and DAS yesterday to bargain these changes. We learned there was a plan to change some of the start/stop times and days off for shifts. There was also a plan to create a Response Team that would have been exempt from the bid. AOCE pushed back on these changes as they were in violation of our Collective Bargaining Agreement.
We also voiced concerns over the operational aspect of no dry cells, no cameras in SMH, and the closure of Death Row.
After our discussions yesterday, here is what we agreed to:
There will be no selective Resource Team that is separate from the bid.
There will be no changes to start/stop times and days off.
There will be no changes for nurses.
DOC said there will be no use of dry cells in SMH.
DOC believes there is a sufficient number of cells with a direct line of sight so the lack of cameras in SMH is not an issue for them.
There will be no operational changes for Death Row until the OAR is amended. The draft revisions are expected to be released tomorrow, May 1.
